Registered Training Organisations have numerous duties upon registration, which include annual statements, AVETMISS reporting, and marketing adherence. Among these tasks, assessment validation frequently stands out. While validation has been reviewed in several articles, let's return to the basics. ASQA defines assessment review as granular review of the evaluation process.

Basically, assessment validation is focused on identifying which parts of an RTO’s evaluation process are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the Standards for RTOs 2015, RTOs must ensure their assessment systems, including RPL, meet the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The rules mandate two forms of validation. The first type of validation of assessments ensures compliance with the requirements of the training package within your RTO's scope. The other type ensures that assessments are conducted according to the principles of assessment and Rules of Evidence. This indicates that we perform validation pre- and post-assessment. - Assessment Tool Validation: Also known as pre-assessment validation or verification, deals with the initial part of the clause, ensuring compliance with all unit requirements.
- Post-Assessment Validation: Involves the conduct, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

Methods for Conducting Assessment Tool Validation

Scheduling Assessment Tool Validation

The purpose of validating assessment tools is to make sure that all elements, criteria for performance, and performance and knowledge evidence are covered by your assessment tools. Therefore, whenever you purchase new training materials, you must conduct validation of assessment tools before students use them. There's no need to wait for your next scheduled validation. Check new tools right away to confirm they are appropriate for students.

Nevertheless, this isn't the only time to perform this type of validation. Perform validation of assessment tools also when you:

- Modify your resources
- Include new training products on scope
- Audit your course with training product updates
- Spot your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Which Training Products Should You Validate?

Bear in mind that this validation ensures compliance of all educational resources before use. All RTOs must validate training products for each unit.

Necessary Resources for Assessment Tool Validation

To validate your assessment tools, you will need the complete set of your training materials:

- Mapping Resource: The first document to review. It identifies which assessment tasks meet unit requirements, aiding in faster validation.
- Student Workbook: Ensure it is suitable as an evaluation tool during validation. Check if directions are clear and response areas are sufficient. This is a common issue.
- Marking Guide: Also check if directions for trainers are sufficient and if clear criteria for each assessment task are provided. Clear criteria are crucial for reliable assessment results.
- Other Related Resources: These may include evaluation checklists, evaluation registers, and forms designed separately from the student workbook and assessor guide. Validate these to ensure they suit the assessment task and comply with course unit requirements.

Assessment Validation Panel

Clause 1.11 specifies the requirements for panel members. It states validation can be performed by one or more people. However, RTOs usually ask all trainers and assessors to participate, sometimes including field experts.

Collectively, your validation panel must have:

- Workplace Competencies and Up-to-date Industry Skills relevant to the unit under validation.
- Current Knowledge and Skills in Vocational Training.
- Either of the following certifications for training and assessment:
- TAE40116 Training and Assessment Certificate IV or its successor.

Principles of Assessment

- Impartiality: Does the assessment process offer equal opportunity and access to everyone?
- Adaptability: Are there multiple ways to demonstrate competence, accommodating different needs and preferences?
- Validity: Does the assessment evaluate what it is intended to evaluate?
- Dependability: Will different assessors make the same decision on skill competence?

Evidence Rules

- Appropriateness: Is the evidence appropriate to the requirements of the unit of competency?
- Completeness: Does the evidence adequately demonstrate the required skills and knowledge?
- Originality: Is the evidence genuine and truly representative of the candidate's abilities?
- Timeliness: Does the evidence reflect current skills and knowledge?

Key Considerations for Assessment Validation

Pay attention to the action words in the unit specifications and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Caring for Babies and Toddlers, one performance criteria asks students to:

- Change diapers
- Prepare bottles, bottle feed babies and clean equipment
- Prepare solid food and feed babies
- React suitably to baby signals and cues
- Prepare babies for sleep and help them settle
- Supervise and support age-appropriate physical activities and motor development

Common Pitfalls

Having students describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the unit criteria is meant to assess underpinning knowledge (i.e., evidence of knowledge), students should be carrying out the tasks.

Mind the Plurals!

Pay attention to the quantities. In our example, one of the unit requirements of awesome site CHCECE032 Baby and Toddler Care calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby won’t cut it.

All or Nothing Competence

Pay attention to itemized requirements. As mentioned earlier, if students do not complete all the tasks listed, it’s not compliant. Each assessment item must meet all criteria, or the student is not yet competent, and the assessment tool is not compliant.

Be Specific!

Each assessment item must have clear and specific reference answers to guide the evaluator’s decision on the student’s competence. Therefore, it’s crucial that your instructions do not mislead students or trainers.

Steer Clear of Double-Barrelled Questions

Not using double-barrelled questions makes it easier for students to respond and for assessors to accurately assess student competence.

Ensuring Audit Compliance

This affects your compliance history, so it's better to take a proactive and compliant approach.
